What you need to know about the militant-rebel offensive in Mali
In the morning hours of 25th April, a coalition consisting of the Al-Qaeda-affiliated Jama'at Nusrat al-Islam wal-Muslimin (JNIM) militant group and the Azawad Liberation Front (FLA), a secessionist rebel group, targeted numerous towns and cities across the country, including Bamako.
The two groups have shared roots in the 2012 Tuareg rebellion in northern Mali and have previously loosely coordinated in multiple instances, although this offensive represents a significant escalation in the extent of this cooperation.
Why the April offensive marks a major escalation
Despite Mali’s extreme security risk environment, the recent militant-rebel offensive is assessed as highly divergent and marks a significant escalation of Mali’s intra-state conflict risks. Complex simultaneous attacks targeting towns and cities spanning the length of the country are largely unprecedented, and the success that the alliance had in overwhelming the Malian Armed Forces (FAMa), alongside its allies in Russia’s Africa Corps, demonstrates the notable threat that the groups pose to urban centres. Despite its highly divergent nature, the incident comes amid a broader deteriorating trend in intra-state conflict risks. JNIM has steadily expanded its operational presence from northern and central Mali to southern and western areas since 2024, frequently conducting mass-fatality attacks against civilian and military targets. The group imposed a blockade of fuel imports in September 2025, contributing to a rapid deterioration in the countrywide operational risk environment.
What this means for Bamako and near-term risk
The fuel blockade was almost certainly a tactic to undermine the authority of, and public support for, the military government, and the 25th April offensive appears to be a continuation of the same strategy. Although JNIM likely retains the intent to seize political control from the junta, this is likely a longer-term aim of the group. The recent attacks likely sought to underscore the threat it poses, prompt potential concessions from the authorities, and create fractures within the current power structure rather than immediately depose the government. This desire to exert further pressure has been underscored by the group’s subsequent declaration of a renewed blockade of Bamako on 28th April. The FLA’s primary objective is significantly more certain - it seeks to establish an independent state in northern Mali, which has been reflected in its participation in attacks solely in northern areas.
Through the near-to-medium term, JNIM is most likely to continue its blockade on the capital while refraining from large-scale attacks within the city limits, although clashes between the JNIM-FLA coalition and FAMa, alongside Africa Corps, are likely to continue in central and northern areas. The critical concern for personnel in Bamako is continuity in operations at Modibo Keita International Airport (BKO). Operations were suspended for roughly 24 hours from 25th-26th April, although have since resumed. A further suspension would likely be prompted by a resumption of militant attacks but could also arise from a critical fuel shortage precipitated by JNIM’s blockade. Airlines could also suspend flights irrespective of BKO’s operational status due to perceived elevated security risks. A suspension of operations at BKO would significantly reduce the permissibility of evacuation means due to the embedded JNIM presence in areas surrounding Bamako, underscoring Healix’s advice to evacuate while commercial flight options remain viable.
